Mobster Johnny Ross embezzles $2 million from a mob organization. He is saved from certain retribution and death by escaping to San Francisco, where he receives protection from the powerful politician Chalmers in exchange for testifying against the organization.

Ross is tasked with protecting Lieutenant Frank Bullitt (Steve McQueen), but Ross is shot in the hotel where he is holed up and later dies from the effects. Bullitt, however, embarks on an investigation of his own and trusts no one, least of all Chalmers.
