Alex Murphy is a determined cop who gets revenge on the local mob with a car bomb. Alex becomes the ideal candidate for a special humanoid, created by Dr. Dennett Norton of multi-millionaire Raymond Sellars' company, which makes robotic androids that enforce law and order around the world. However, these robots are banned in the U.S., and Sellars sees the new humanoid robot as a way to sway the public and the government to his side.
