The 16th Ward is the worst ward in the entire city. It is run by Pete Lassard, brother of Eric Lassard, the director of the Police Academy. And so it's not far off before the Sixteenth Precinct is rushed to the aid of the Academy's finest, the Class of 1985. Mahoney, Tackleberry the gunner, Hightower the big man, Jones the sound pro, Fackler the spectacle, and finally the gentle Hooks are to be the salvation of the Sixteenth Precinct. If they can't get the precinct together in 30 days, Lassard will walk away from the table and Mauser is already shaking in his place.

So it's not surprising that Mauser has an eminent interest in making sure the newcomers don't get their way. And it's not going well, it's just that they're making one mess after another. He doesn't know what kind of villains he's up against, or where they're hiding. So when there's nothing left to lose, he puts it all on one card. Will it work?
