This is the incorrect location for this particular part of the film. You can clearly see the John Paul Jones Statue behind Demi Moore in several of the shots.
The correct location is new the intersection of 17th St SW and Independence Ave SW. In another part of the same scene when he asks his buddy about "hanging from the yardarm", you can just see the top left of the Lincoln Memorial, which confirms both the 1st and 2nd scenes were shot from the same location.
There is now a parking lot and refreshment stand situated where the baseball field was in the scene filmed 23 years ago.
